The Delta State Police Command has addressed the fatal shooting of a handcuffed suspect in Effurun.
The incident involved Assistant Superintendent of Police Nuhu Usman and victim Mene Ogidi.
Police Public Relations Officer Bright Edafe spoke on the case during a press briefing.
Edafe described the officer’s action as unexplainable under normal circumstances.
He said “spirituality” may be the only explanation for the ASP’s conduct.
The comment came after widespread public outrage over the shooting.
A viral video showed the victim in handcuffs, unarmed, and pleading.
Despite this, ASP Usman, who was off-duty and in plain clothes, shot him at close range.
The footage triggered condemnation from civil society groups and residents.
Edafe stressed that the officer’s act violated police rules of engagement.
He noted that Force Order 237 does not permit such use of firearms.
The Command immediately disowned the officer’s actions as personal, not institutional.
Following the incident, ASP Nuhu Usman was arrested by the Command.
He faced an orderly room trial and was recommended for dismissal.
The Inspector-General of Police has since ordered his dismissal from the Force.
Usman has been charged to court and now faces prosecution for murder.
